To acess this quest you need "Tentative" with Ve'nari reputation.
You get this reputation by killing rares, doing quests and WQs.

How to do Rule 5: Be Audacious:

accept the quest
go to Perdition Hold in The Maw /way 33,4, 56,3
use Cypher of Obfuscation to open the gate
speak with Suspicious Operative /way 32,7, 56,9
kill Seeker Xeros /way 26,4, 55,4
return the quest

Tips: Oil of Ethereal Force is a good item to skip the mobs in Perdition Hold.
Cypher of Relocation is good to back to Ve'nari fast.

After complete this quest you'll receive the achievement Prepare for Trouble! (Gain access to Perdition Hold in The Maw).

Completing this unlocked a daily in Perdition Hold - so don't do what I did and hand in this + all your other quests at the end of your maw run when you're at Tier 5.

How do you get this quest? I completed the earlier quests. Is it gated behind increased rep with Ve'nari?

Dont use the Cypher of Objuscation while on a stolen Mawhound, it deleted the item u need to use.

So if you fail this because your Eye of the Jailer is at 4 or above, is it best to drop quest and redo? since the item to open the gate vanishes after use.

This quest is stupid.

Accepting the quest and then mounting a Bridled Mawhound deleted both the Cypher of Objuscation and my Cypher of Relocation from my inventory.

Also this is very obviously one of those "walk through a gauntlet of stupid difficult mobs to add play time and then walk back through the same gauntlet of stupid difficult mobs to get to the quest turn in" quests that Bliz loves to use to keep people paying that yummy subscription fee.

If you have this quest, you can wait until the Necrolord Assault is up and finished. There are no mobs around and you can just waltz up to Xeros and kill him.

Part 2 of this quest is to locate a surviving broker.
This bum is face down just past the entrance on the right side by the 2 big slimes

It appears that you can't pick up this quest while the Necrolord Assault, although it may be that completing the assault first is what prevents getting it.

Description

You have proven yourself a useful associate, <class>. In thanks, I have crafted a cypher that will allow you to venture further into the Maw. But... it is experimental in nature. You will have to test it in the field. And I have just the test in mind. Cartel Ve has foolishly sent more agents into the Maw. They were captured and taken to Perdition Hold. I must know why. Breach the fortress and learn what has become of the captive brokers. Nothing is more valuable than knowledge of your enemy's plans.
