It seems there is no portal back to the shaman order hall. You have to travel the old fashioned way.

I am trying to figure out how to finish the Shaman campaign.. how do you get this quest?

You will have to hearth back as there is no portal present. You will find Janai in the southern section of your Order Hall.

If your Hearthstone is cooling down: Temple of Earth portal to Stormwind, Stormwind Keep portal to Dalaran.
