Once you've taken this quest, Class Hall missions (such as Cleansing the Vale) will reward Empowered Soul Shards. Start the missions at your Battle Plans as normal.

Post 9.0 patch - Something I finally figured out after looking at various quests in the chain - Gazing Into Oblivion the next quest is a level 45 quest because it rewards armor. You can do every other quest before that as a level 10 or higher, but to go any further, you have to hit level 45. So if you can't find the next quest in the chain, it probably hasn't been unlocked.

Empowering the Soul

Collect Empowered Soul Shards by completing class hall missions.

Description

Creating the anchor will require more power than our soul shards will be able to provide. Dreadscar's troops are capable of amassing a large amount of soul shards when they defeat enemies while on missions. Once we have enough, I can harvest the supply and use them to craft the anchor.
